Unknown satellite of T13 and Al-Munther have been merged in DB as all the evidence posted in previous posts shows that this is the one. Here is an updated TLE for the satellite:

63230 is close with -f -10 offset
But it looks more like it is just the TLE for ION

Some notes on the status table above:
- Please double check the results if possible add to them, confirm them or invalidate them.
- These results are based only in Network’s results, in later updates we may update the data based on other sources too. So, the satellites with unknown status may be healthy and transmitting but not received by the Network
- In some cases we have only one fit but without the TLE be assigned we avoid to finalize the identification.
- We have 57 TLE sets but we expect more, as the payloads (some of them hosted though) are 74 according to SpaceX. This is another reason not to perform identification in this phase.

No, I’ve checked the TLE against the one observation that we had HERMES H2 reception and for HERMES H1 I’ve set one that is close to ION deployer and HERMES H2 selected TLE.
As we don’t have any other data to analyse, I don’t mind to set both to follow other TLE sets if you want to try them. Just let me know. 
The NUSHSAT-1 team confirms that 63211 is correct. Have successfully conducted 2 way communications using 63211’s TLE.
