After discussing about the current issue with NOAA-15 on the main SatNOGS Matrix channel I decided it was best to dump all the information I have come up with so far.
Based on looking thru twitter it appears the that issue began around 00:00 UTC on October the 19th 2022
This is the first instance I could find when I search up NOAA-15 on twitter. So I am considering it the start time of the issue. https://twitter.com/octacons/status/1582524383431491584
