Found it to be currently transmitting at 435.410:

I have approved the transmitter and deactivated the others.

So that confirms the new frequency. I am not sure if there is any coordination issue?

SIMBA is still declined and in violation of the radio amateur satellite service:

That is clear. Both the old and new frequency are not approved. But at least we know where it is transmitting right now.
