Solar radiations can affect the satellites, but depends on case by case.
depending on radiation shields, rad-hard components and finally FDIR on board and operations.
Enabling the safe mode is mission related and with the risk and flags raised on board.
COMs (whatever is the frequncy) during safe mode is highly dependent on the definition of the safe mode: they can go on beacon mode, just receiving or transmission contingencies.
