I am working on a project focused on receiving and decoding NOAA satellite APT images for educational and research purposes. I recently created an account on the SatNOGS network with the username: arpan-dey-ece.
As I do not yet operate a ground station, I would like to request observation scheduling privileges so that I can schedule NOAA-15/18/19 passes and download the data for decoding. This is part of a larger initiative to learn more about satellite communication and image processing using open-source tools like noaa-apt and WXtoImg.
I understand the importance of maintaining fair usage of the network and will limit my observation requests to NOAA APT satellites at suitable times.
Additionally, based on my experience, I’m enthusiastic about contributing to the community in any way I can, particularly by helping others with SatNOGS installation and setup processes.

Why not just wait for a future observation or use old ones? There might be some stations avaliable for anyone to schedule on if you can find one but most are set to operator only.
Here is a list of completed passes with confirmed signals complete with audio and (mostly) images from NOAA 15. If you want more passes, you can switch the satellite to NOAA 18 and 19 or set “Rated Artifacts” to “Non Rated” to get ones which includes not fully confirmed passes you can handpick based on the image once you set the Data section in Results to With Image.
@arpan-dey-ece, as @heja noted, there are a lot of older observations you can use of NOAA 15/18/19 in the Network. You can find them either in the observations page or in the related API endpoint, just use the filters on them to limit your requests to the specific satellites/transmitters.
Probably there is a misunderstanding, only station owners with an online station can schedule to other ground stations, for more details on the permissions you can check the related wiki page section.
