how is the ppm setting between one satellite and another satellite … because the ppm of each satellite is different.

The drift on the satellite transmitters is set by the admins and shown as “drift” in an observation. You can ask the admins to adjust the drift, but first verify across multiple station’s observations.
If you are asking about your own receiver, then that ppm setting is specific to your SDR only.

Not totally true, the drift of a transmitter is reviewed and approved by moderators of SatNOGS DB but anyone (logged in with same credentials as in Network) can suggest it in https://db.satnogs.org with providing citation (links to a site or observations).
