I’m working on some tools for SDR that also have functionality for satellites ([mrrp][1]). One tool is to correct doppler shift in a baseband recording. For this I need TLEs that were valid when that recording was made.
I see that there is /api/tle/historical/ and made an API key, but even with API key it still returns an error:

What are the requirements to get this permission?
To reduce API requests I would only request the historical data when I don’t know if my data is complete. That would be if it has never been fetched. When /tle is fetched that is just added to the existing TLEs, but I think I have no way of knowing if there was a TLE inserted inbetween, right? In that case I would have to mark it as potentially incomplete again.
I also wanted to use the cursor to only fetch new TLEs, but I don’t know if the cursor is long-lived like that. Unfortunately there is are no query parameter for filtering by time.
