Be glad, that the green dot is in the centre. If it was the red dot, then the satellite would have crashed in your back garden! 
Jokes aside. I think the observation was scheduled, based on a certain tle. After the scheduling the tle got updated, but the start and end time stay the same. The polar plot does get recalculated and this gives shorter arcs.
