Observation 4543718: NOAA 19 (33591) - strong signal but disappointing waterfall?

Regarding Observation 4543718 …
Lots of noise from this overhead pass - but from where?
Is the noise pattern recognised by anyone as to a clue?

Meteor-M2 is on the same frequency. I have experienced noise the other way around. When receiving Meteor, it is sometimes disturbed by NOAA 19. Every now and then they are overhead at the same time.
