Stray carrier crossing centerline of signal. Signal is not 22 wpm CW but a series of long pulses. There is no tab to mark waterfall as good or bad.
XW-2C is flakey, so I think this is a legitimate “good” observation of an otherwise “broken” satellite that continues to transmit something, albeit not what was originally intended. Looks like the auto vetter made an executive decision based on those pulses.
