Why FM modulation for CW/SSB transponder downlink?
Not sure what your question is.
If it’s “why is there FM signal in the downlink?”, then that can probably be answered that the RS-44 transponder is probably a “bent pipe” style meaning that if you put FM in, it will put FM out. (but I don’t see any)
If you are talking about the “mode” listed, then I think that should be USB (it shows LSB).

Observation is made in FM mode, also there is CW beacon on audio recording of observation.
Oh now I see that is listed LSB for observation mode.
