Dead-straight line so it’s got to be from that object. It does look AFSKy in the spectrum, and it sounds like it too. Too weak for a valid decode.
This satellite is from 1984: UoSAT-2 / OSCAR-11 | AMSAT-UK
I’d mark it as good.
