I can not see any signal at the center of the waterfall following a straight line. So, this is a bad one according to the vetting rules.

It is too off and with a really big curve to be something from this satellite (given that TLE are updated). Also, you can see that its curve follows the terrestrial noise at the left, so I would say that this was something local.
