Is it just me or does the doppler look slightly off mid pass? The Pi is set up to adjust 5 times a second. I dont think I have seen one off like this. Could be the TLE’s are off just a tad?

Yes it is, maybe there was a maneuver performed, ISS its orbit needs to be corrected on a regular basis.
