Can someone guide me on when I should mark it as bad, since the waterfall shows a line but no data is received?

mark it as bad when no signal in waterfall, and mark as good when you seen the signal on waterfall even no data decoded.
for your obs that line is not signal from orbcomm. the signal should seen like this
based on your metadata obs
i have advice to your station to look and change the value of this variable from null to 48 (adjust RF Gain value for your SDR hardware):
SATNOGS_RF_GAIN=48.0
