I can hear the satellite transmitter so the observation should be vetted good. Right?
The fact that the satellite is constantly rebooting itself is not an issue to me as an observer. Right?

Your assumptions are correct but one: you cannot hear the satellite. So there is no sign of it in the waterfall, and it is not audible. Vetted bad is correct.
