Now, if I’m not completely wrong almost all transmitters for 26609 Phase 3-D AO-40 are marked as “malfunctioning” . So, given your observation, assuming still up, the satellite would have not needed to be compensated for doppler because actually quite high on that moment, so your signal in the waterfall could be any terrestial signal too.
About the noise, hard to tell, but you could try a lower gain, or try to run same sdr antenna setup on an SDR program to adjust the gain to optimal value or actually notice which strong nearbye signal makes this noise.
