Regarding Observation 12831077, these packets appear to be from PHI-1 and not 3UCUBED-A

That’s strange, PHI it is supposed to transmit in 436.850. Maybe it transmits on both frequencies or sth else happened.

Agreed, and it seems a little far from 436.85 to be a Doppler shift too. And I could not find their transmitter frequencies either because IARU coordination has not been completed yet.
