I think this satellite has the transmission mode set incorrectly. Its value should be GFSK 9600 BPS PACKET RADIO G3RUH.
It’s alternating between 1k2 and 9k6.

The satellite is using both, have a look at the Waterfall and listen to the audio.
You can clearly see and hear the AFSK signals, the 9k6 are a bit more difficult to detect.
