Does anyone know where I can find information about how to go about making a client-side script that queries the api and fills observation time slots with the highest pass happening next just before the timeslot executes. I want to allow the network to use my station, but also the amount of downtime it receives is wasteful.

I can highly recommend using the satnogs-auto-scheduler in a cronjob to schedule passes hourly. It allows other network users to schedule passes early, while the cronjob ensures no observation time is wasted.
