If its voice maybe somehow the cross band repeater (which is what mode the system up there is on) is on the wrong output freq?
Current Status of ISS Stations - ARISS Shows it set to be the cross band repeater right now.

As a member of IARU Sat Coordination panel, I can positively verify that 435.400 is NOT a coordinated frequency for ISS. Something seems terribly off here. I am investigating and will report back.
