Cannot select my GS for some SATs

Hi,
why is it not possible to choose my GS for some observations?

for example, only 48 GS are available for NORAD 57189:

in selection is missing GS SOBE01 (ID 3677)

but for NORAD 57172

I can…

I have encountered this in several cases, the frequency is OK.
