Ikhnos is not for generating TLE set but for checking TLE sets against observations.
What you can do is to check the tabulator software New software: SatNOGS waterfall tabulation helper to extract data from waterfalls and use them in strf tools to generate tools.
However several people use directly strf tools for scanning the frequencies and generate such data with more accuracy. Like the one @EelkeVisser used above.
