Try providing the full path, and make sure the script is executable, or start it from the shell. For example, I use:
sh $HOME/software/scripts/preobs_vhf.sh {{SCRIPT_NAME}} {{ID}} {{FREQ}} {{TLE}} {{TIMESTAMP}} {{BAUD}}
