PSAT problem or station problem? I can find no other evidence of this happening on the PSK downlink, but also cannot see evidence of terrestrial QRM to indicate if the RTL-SDR tuner is fluctuating.

With a quick check I didn’t see any similar distortion in observations from this station. However I don’t think that a temporary issue on the station is impossible. I’ll keep it in mind if I see anything similar.
