My first good data from NOAA 15. currently using the garbage antenna that came with the RTL-SDR from amazon, any suggestions for a new antenna would be more than welcome.

I experimented with many omnidirectional antennas. My best result for satellite reception have been with QFH antenna and LNAmp at the antenna. If you are only interested in NOAA satellites then a simple dipole will do. 300/137=2.2m so half of that is 1.1m for a dipole or 55cm each side.
