Nice capture using KB9JHU station. This is a hamradio transponder with FM uplink and Codec2 digital voice downlink. There is a deocder in gr-satellites but I suspect it needs raw I/Q input.
AFAIK gr-satellites uses audio on all cases somewhere in between
