Appears to be a signal, slightly off frequency.

Or, possibly something else in the same orbit?

This is a 3min observation, so the slightly off frequency signal is 99% a terrestrial one. This observation should be vetted as bad according to rating rules.

EDIT: For getting better results on waterfall try scheduling observations above 7min.
