The satellite is at very low elevation. It is transmitting with 30 or 300 mW RF power over more than 2000 km range. Considering that you are using an RTL-SDR dongle and a turnstile antenna, which usually has negative gain at low elevations, it is a miracle that you can pick it up at all.
At high elevations the distance to the satellite will be less and the path loss with be lower.
The crackling noise is probably atmospheric noise due to some recent solar activity.

Any suggestions for replacing the usb dongle?
